These are the creatures of Cyantia that in general do not have 'stars in their eyes', or sentience. A large number of them are domesticated species not commonly seen in the wild, as well as many species favored as prey by the Sentient wildlife. None of them speak, at least in a way so other species can understand them.
This does not make these species stupid, and there are some predators as well as prey. These species are simply intellectually more like the wildlife of Earth than like the sentient races.
